Describe the bug

We got a request p1741008851726679-slack-CU6SYV31A which describes the express checkout elements not rendering on the cart and checkout pages. We currently solved the issue on this specific site by rolling back to the old implementation, and this issue is to fix the problem and let elements initialize with tokenized ECE enabled.
