Workspace - Not able to invite a member by searching for a new account

Action Performed:

1. Navigate to Workspace editor
2. Click on Manage Members
3. Click on the invite button
4. Enter another user (that you have access to)

Expected Result:

Search result should display for the user searched and able to add as a member

Actual Result:

User is not displayed when searching and unable to add a member
NOTE : It occurs for the newly created account
