How to make chat messages pop up from top to bottom because default is from bottom to top

This is somewhat implemented already, but not on the settings page yet and is not supported, that is if something breaks it's low priority to fix. But so far it's been fine, a couple people use it iirc, and none of them seem to have complained yet.

TLDR: Add &reverse_line_order=true to the overlay URL.
