[Manage account] The metatransaction toggle is disabled

Steps to reproduce

1. Conected a wallet (a coinbase wallet, with no coins on it).
2. Disable metatransactions toggle
3. Tried to make a motion (Manage Reputation)
4. Try to Sign the transactions
5. Navigated to manage account page and enabled the metatransactions toggle
6. A Toast showed up saying the settings were successfully changed
7. Switched tabs and went back to the Advanced settings
8. The metatransaction toggle is disabled. (although I enabled it on step 5)
9. Only after reloading the page the toggle switch got enabled

Expected behaviour

• The metatransaction toggle should be enabled without refreshing the page.

Actual behaviour

• The metatransaction toggle is disabled

A few things here:

• I noticed the mtx setting "not sticking" (ie: setting it, but it was not saved), a few times on QA (only) as well, so it's something to investigate
• Points 4 and 5 -- did you sign the transaction or the message ? (you sign a transaction for "normal transactions", you sign a message for "metatransactions", and given that you had no coins in the Coinbase wallet, the first should be impossible)
