it'd be great to see a fund governance overview in the EIP. who gets to make decisions and when? how are they accountable? i think the EIP kind of glosses over this part.
or do we just sidestep the question by getting addresses of the developers and then distributing funds directly? if so lets collect those addresses and put them in the EIP

I did gloss over it a little as there is some movement among the Eth1.X Core Devs to create a system that manages this. I wrote more in the FAQ, but it would be better to be more clear on this point as it is very important to the proposal. I hope to get more information from the Devs soon. I originally wanted to create an Eth1.X dxDAO made up of the Eth1.X Core Developers that govern the funds. I don't necessarily want to be prescriptive

I hadn't thought of this before, and we don't know who all of the Eth1.X developers would be. But perhaps a Multisig controlled by the Eth1.X Working Group Leads would be enough.
