No linear operations, particularly Move calls are not easy to estimate because they require
This can be attempted in multiple ways:

Flat cost: we return a fixed number regardless of the function being called
Execution-based cost: here we actually run the function and observe the gas used

We have chosen to go with a variant of version 1 for simplicity for now
