Update Disease Ontology metadata #102

The Disease Ontology has been reviewed and is now an official OBO foundry ontology. The metadata needs to be updated accordingly. Chris volunteered to do that and document how to update metadata in the process.

Now appears with star at in the top portion: http://obofoundry.github.io/
