Why is rake limited to 10.x versions? #395

Hi,

I am trying to update rake to 13.0.1 and see it is locked down across multiple origen gems to 10.x versions:

Bundler could not find compatible versions for gem "rake":
  In Gemfile:
    rake (= 13.0.1)

    company_test_lib (= 1.22.0) was resolved to 1.22.0, which depends on
      origen_perforce (= 0.5.0) was resolved to 0.5.0, which depends on
        origen (>= 0.33.0) was resolved to 0.57.1, which depends on
          rake (~> 10)

The latest 10.x version is 4 years old, does anyone mind if we migrate to 13.x versions?
