What Does This PR Do

Allows AI and borgs to toggle light tiles on/off.

Why It's Good For The Game

Light tiles should be controllable like other lighting systems. This avoids requiring the jank workaround of crowbaring up a tile and putting it back down to turn it on as a borg and having to turn off the APC to turn the tiles off.

Testing

Spawned an AI and a borg in test tiny along with a normal and disco variant of the light tile.
I was able to turn the light tile on/off at will.
The disco light tile could be turned on if depowered, but not turned off.
