[Bug]: Webhooks stop working each time the shopify app dev is started

Expected behavior

I would hope that webhooks would be retained/updated after any new work session is started by running shopify dev.

Actual behavior

When I start the CLI, I always go to App Settings and update the App Proxy url, as the CLI updates all but this one URL.
Despite doing that, any webhook that was working last time I've installed the app do not anymore, and the only solution appears to be uninstalling and installing the app back again.

Reproduction steps

1. Install App with webhooks
2. Stop the CLI
3. Try running those previously setup webhooks

macOS Ventura 13.4.1

Shopify CLI version (check your project's package.json if you're not sure)

3.48.4

Shell

iTerm2

Node version (run node -v if you're not sure)

v16.17.0
