Description

In light of the performance improvements reported in The-OpenROAD-Project/OpenROAD#5150, please investigate if we can turn on RECOVER_POWER by default. Previously it was too slow for large designs to be useable.

Suggested Solution

Turn it on and see what happens and identify any further action required.
