Menu Import Issue (Bug?)

Hi,

When exporting/importing menu in Twenty Twenty-Five theme it is not working:

Navigation Menu has been deleted or is unavailable. Create a new Menu?

However the navigation is looks like imported successfully:

The same menus exporting/importing is working fine in Twenty Twenty-Four theme:

In twentytwentyfive/parts/header.html there is:

Which refers to twentytwentyfive/patterns/header.php

So, I simply copied a code from twentytwentyfive/patterns/header.php and pasted into twentytwentyfive/parts/header.html instead of

Looks import works fine now.

So this should be fixed in Twenty Twenty-Five theme?

@Pixelous, this could be related to #45512. The Navigation block uses IDs as reference, but they're sometimes lost during migration. The proposal is to use string.

Regarding Twenty Twenty Five theme issues. I believe the need to be reported on Trac. The core themes aren't developed on this repository.
