Time With Time Zone should raise error until DataType::Time64 support tz

To Reproduce
Steps to reproduce the behavior:

❯ select arrow_typeof(1::time with time zone);

+-----------------------+
| arrowtypeof(Int64(1)) |
+-----------------------+
| Time64(Nanosecond)    |
+-----------------------+

this should raise error as we dont have tz for Time64 now
