prompt for reviewer solicitation when advancing to next topic #45

When a chair advances to the next topic, it would be nice for TCQ to prompt the chair to solicit reviewers in case the previous topic advanced to stage 2. This could help us stop forgetting to assign stage 2 reviewers.
