Update pypi-build workflow to use Ubuntu instead of CentOS.

This came up in the discussion from #385

The worflow that builds the wheel for the python code relies on an outdated CentOS container.
This should be upgraded to use Ubuntu (like most worflows).

Not a priority, but should be relatively straightforward to do.
