Implement a multi-tree (i.e. a store key/SC tree per module) version of a RootStore. Note, we already have a single tree variant, which we hope new chains will use and existing chains will migrate to. However, some chains may wish to avoid migration and so we should provide a RootStore implementation that is congruent with the current store v1 RMS.

Nope, we have the abstraction layer in CommitStore, so we can close this now!
