Spec State Usage of Paramspace

I'm not quite certain on the best way to implement to depict state stores for a module which uses the the Paramspace.

currently this is an issue in one of the staking states (see https://github.com/cosmos/cosmos-sdk/pull/3281/files/149a4076eb0bbe9579da53fcc4560378567752b9#r247672170)

Additionally, a guide on best practices for this should be added to docs/spec/SPEC-SPEC.md

param space is being deprecated, and there is now a spec for params.
