Summary
This PR adds a timestamp to the
TestRunStartedmessage inmessages.proto.In addition, a feature file for testing the timestamp field has been added.
Motivation and Context
When this PR is merged, Cucumber formatters can access the time the test run has been started.
Additionally, the duration of test runs can be calculated more accurately.
