make skipped tests in proposal-competition.spec.ts work again #437

These tests are apparently failing a bit arbitrarily (perhaps there is a race condition somewhere), for example compare https://travis-ci.com/github/daostack/client/builds/148911092 with https://travis-ci.com/github/daostack/client/builds/154457673

this is blocking development progress, so they were commented out in #435

they should be made to work though!
