It looks like @mturk renamed his thing: it's now apparently at https://github.com/mturk/cygwrun. (I only managed to find it because there's still another version of that tool at https://github.com/juntalis/cygspawn that gave me the idea to surch mturk's stuff for mentions of "cygpath". Unfortunately, github has no idea those two repositories are related.)
