Return an int from eth.chainId instead of hex #1387

What was wrong?

The eth_chainId method is implemented, but currently it returns the hex-encoded ID. An int would be nicer.

How can it be fixed?

There is a to_integer_if_hex function that can be used in the middleware to format the result
