Add workaround to trigger container publication when unified CI releaser job succeeds. Combine the build and publish CI steps into one to reduce duplicate actions and assert more publication steps during PR build.
Increase timeout to 20 minutes since it regularly occurs on first run of CI when proofs cache is empty.
