I don't really want to have to set up a wallet and do GiB sized deals on mainnet; and since the devnet setup is already in there I figured I'd tidy it up a little and document it on the README under the "Local Development" section which suggests a mainnet setup for dev.
The minor Makefile and scripting improvements are just things I bumped in to or noticed while running it all and shouldn't be substantive functionality changes, just quality of life.
