Add construct comparison to server

Add a construct comparison RPC that would:
Take a construct
Identify threats, threat goals, and consequences within N distance (say N=3)
Return the threats, goals, and consequences and the number of times touched.
(Consider not counting nodes that were part of the construct in the path.)
