Dependencies for JupterHub environment are out of date

Through discussion with CLIP / HPC / IT, I was notified that there was an update to the minimal dependencies for creating an image to back notebooks on JupyterHub. This fixed an issue I was having for a different image, and I imagine we may well need to do a similar (small) update to the JupyterHub-related dependencies here.

To see if we need to update, simply trying to start a notebook server backed by one of the previous images should suffice, though perhaps we should update anyway to reflect the CLIP guideline.
