Since we're still running manually (see #9), this changeset doesn't actually enforce the policy change. It simply reflects it in the copy on the website.

I've been depending on /usr/bin/time to tell me how long the payday script runs. This commit adds that logic to the payday script itself, reducing our dependency on external tools and setting us up for further automation of payday (#9).

I think the current script (at least the way I run it) could do with a bit of automation. I'm keeping this open and assigning to myself - will try to add stuff here every payday as I try to automate more and more of payday |

Heroku Scheduler doesn't have a weekly option, only daily. Open a support request with Heroku for this. In the meantime do one of:
Right now we're running it manually (on my laptop 😱). We should automate this.
