Use-cases

Provider developers sometimes need to massage the plans that Terraform generates for them, squashing differences in bytes that are not semantically distinct, or supplying default values that are known at plan time. We should accept an optional method on resources that supports modifying the plan that Terraform generates.

Detect a ModifyPlan method when defined on resources and call it as part of our PlanResourceChange handling, to let provider developers modify the plan.
