Publisher Plugin: Network Publisher

I would like to have a plugin that would publish the telemetry to a socket at some client IP. I see that you can have files published to a client but no network publish. With this client can open a socket and listen to catch the data in a program live instead of having it written to a file on the client machine to be watched.

I am not sure how many others will have a use case for a publisher of this type, but it would make some of the work I am doing right not much more effective so I am going to work on this and can share

I would like to have it too. @mmcken3 : wats the status of the publisher? did you work on it?

@hykavitha I actually did write this but I have not touched it in a while so I am not sure if it still works. I can get it back up on github and you can check out what I did
