Why is UTC 16 and CET 18 even though CET is UTC+1?

@mkg20001 sigh, this is because of US daylight savings time. CET was changed to be correct to match with PST but UTC was not and reflects 9 PDT. We should update the bot to fix this. Feel free to open an issue if there isn't one already.

Hey y'all. Wasn't sure where to put this, but I wanted to put it on the collective IPFS radar that ipget has been hurting for a maintainer for a while now. This util was fun to build, but I haven't been keeping up with IPFS closely these days.
