Found this bug on following datasets:

http://opendata.gov.lt/index.php?vars=/public/public/print/905/
http://opendata.gov.lt/index.php?vars=/public/public/print/906/

The error message:

Invalid package with GUID 906: {u'tags': [{}, {}, {}, u'Tag "e" length is less than minimum 2', u'Tag "3" length is less than minimum 2']}

Write a regression test and fix this bug.
