Make the release of the upstream Horreum project artifacts coincide to update the module version.

Using either a workflow or a notification from Horreum.

There is a proposed PR for Hyperfoil/Horreum to dispatch a notification to the jenkinsci/horreum-plugin project. This is useful for a solution relying on a notification.
