[Bug]: Cannot show any menu bar items in hidden section

Description

Sometimes the hidden section is empty and does not show any menu bar items

Steps to Reproduce

Click the Ice menu bar items or open it setting -> Menu bar Layout

In "Menu Bar Layout" settings, if you hover over the spot where one of the items should be, does a tooltip eventually appear displaying an app name? If so, that indicates to me that there's something wrong with screen capture that is preventing the image from being properly displayed.
