Once invites for external reviewers are sent, HotCRP offers a view on the outstanding review requests.
What is the best practice to keep track of requests being declined ?
The interface shows 'outstanding' and 'accepted': is there a way to tag a request as being 'declined' (for instance to avoid re-inviting the same reviewers at a later time) ?
Or, as an admin of a given instance, how should I force the 'decline' for a given external reviewer?
And, is there a way to sent a deadline to accept an invite as an external reviewer (and configure actions upon deadline expiration)?

Re-invitations should automatically fail, fwiw; the declination-to-review is stored in the database and new requests are checked against previous declines.
