What would you like to be added:
Add argument --as-user-extra in kubectl auth.

Why is this needed:
Context: Azure/AKS#4743

Currently, as-user-extra can only be set via kubeconfig, which cause inconvenience when trying to impersonate as other user for AAD-enabled Kubernetes.

This issue is currently awaiting triage.

SIG CLI takes a lead on issue triage for this repo, but any Kubernetes member can accept issues by applying the triage/accepted label.
