Document popover=hint

Proposal

The spec PR for adding popover=hint (the new hint value) to the html spec:

whatwg/html#9778

This feature request tracks adding that new capability to MDN documentation.

Browser support

Once that spec PR lands, I plan to ship them in Chromium (perhaps M132 or M133). I'd hope other browsers follow suit.

• document the new hint value for popover and its associated behavior

Dependencies

None, I think. This depends on existing docs for popover, but those are "done".

FYI, the spec has now landed:

And Chrome is shipping this feature in version 133.
