The images can not be previewed in PR review

What information was incorrect, unhelpful, or incomplete?

After switch to the new platform, if we encounter the following special cases, these images in PR will not be previewed normally:

• (mdn/content, mdn/translated-content) The image is located in a different folder, and the corresponding document in that folder has not been built. See test: modify the document which references the images in other folders content#37801, some images are referenced using relative path to files in another folder.
• (mdn/translated-content) The image should be fallback to the default locale (en-US). See test: modify the document which contains fallback images translated-content#25581, some images should be fallback to the default locale.

We may also need to check another case: reference the fallback images in live samples (we used to face a problem in yari: mdn/yari#5652).

The images can be shown in PR review.
