[Firefox] Parse all JPEG images in the addon

Workaround for:

• https://bugzilla.mozilla.org/show_bug.cgi?id=1164199.
• Redwood City Police Media Log PDFs are rendered as blank, in PDF.js (with "Warning: Error during JPEG image loading" and "Security Error: Content at resource://pdf.js/web/viewer.html may not load data from blob:null/[...]") #6017.

This also fixes (or works around) issue #6012

Never mind, 6012 seems to be machine specific, and this machine doesn't reproduce the problem. I'll double check the machine I was having the issue on with and without this change.
