search by any demographic configured as fixed doesn't use patient finder

Describe the bug

'search patient by any demographics' is configered to be 'fixed' - if one does a search on an empty box nothing happens

To Reproduce

admin->config->appearance>'search patient by any demographic' - set this to 'fixed'
log out and in again
in the 'search by any demographics' box at top right hand of page - leave empty - press search button or 'return'

Expected behavior

the helper text in the config says '... Dual additionally lets direct access to Patient Finder, Comprehensive has collapsed input box, Fixed is similar to Dual with fixed size, .."

so i would expect 'fixed' to act like 'dual' in going to the patient finder when the search box is empty - if i have understood the helper text correctly
