[Feature Request] Evaluate removal of DATETIME_FORMATTER_CACHING_SETTING feature flag

Is your feature request related to a problem? Please describe

Remove DATETIME_FORMATTER_CACHING_SETTING feature flag, and have the new date time format, along with caching enabled by default

Describe the solution you'd like

The feature flag's default value was switched to false here

The change provides improvement on parsing date time format by default format for a majority of use-cases (which don't use milliseconds).
