Admin checks spit all possible warnings

Steps

1. Check out master
2. Go to the "Settings" page
3. Go to "Security & Setup warnings"

Expected

Only relevant warnings

Actual

Getting all possible warnings even irrelevant ones.
I have configured no memcache and yet it says I have one and at the same time it says I don't.

Likely a regression from merging the settings sections.
