We can enable this but --disable option is not available

GitMate.io thinks possibly related issues are #815 (ownCloud log needs human readable times), #31237 (robots.txt missing from owncloud-10 archive), #29297 (Cant disable Encryption Owncloud 10), #24488 (Owncloud.log goes crazy.), and #20015 (Owncloud log file).

In case a PR is made to add a --disable option, pls do not forget to raise a docs PR too...

Note, if the disable option is added, the command should give a warning to remind setting another logging mechanism.
