The links that are currently active are opaque even for the adminsitrator. In a corporate environment this is not acceptable. Tracking of exposure is critical. What is involved in exposing this functionality and what level of audit is currently in the logging?

Good point. This will hopefully be fixed in ownCloud 7 by introducing a sidebar to files which includes the entry »Shared with link«. Is that what you mean? See #1936

We do not really want to build in more easy user monitoring for admins into ownCloud. You could look in the database, or if you really want a nice interface for tracking, better contact http://owncloud.com for feature requests like that.
