Missing cancun header fields if empty payload

Describe the bug

when building empty payload blob fields are set to None

reth/crates/payload/ethereum/src/lib.rs

Lines 141 to 142 in 9f82af2

	blob_gas_used: None,
	excess_blob_gas: None,

resulting in empty list code instead of 0 value in encoding resulting in bad hash

reth/crates/primitives/src/header.rs

Line 462 in 9f82af2

out.put_u8(EMPTY_LIST_CODE);
