Enhance CI companion build checks for deleted and renamed crates #9719

When packages are patched for the CI companion checks, they are patched by name. This causes a problem for deleted or renamed crates as pointed out in #9677 (comment).

Solution: enhance the check to take deleted or renamed crates into account

This was fixed a long time ago for https://github.com/paritytech/pipeline-scripts/blob/master/check_dependent_project.sh.
