The reason is that that repo has the most comprehensive contribution guide we have so far. 99% of the info there applies to every repo. It wouldn't make sense to replicate that in every repo, so it should move out of Parse Server, maybe to the governance repo. The product repos themselves like parse-server and parse-sdk-js should only have a minimal technical guide that contains instructions specific to the repo (which we are already mitigating as much as possible by standardizing the test setups across repos). Both documents should be linked with each other. It's a general docs topic.
