charset: malformed values for latin1 charset

1. What did you do?

mysql> create table tc(a varchar(20) charset latin1);
Query OK, 0 rows affected (0.02 sec)

mysql> insert into tc values (BINARY(X'A5'));
Query OK, 1 row affected (0.01 sec)

mysql> select * from tc;

2. What did you expect to see?

mysql> select * from tc;                                                                                               +------+
| a    |
+------+
| ¥    |
+------+

3. What did you see instead?

tidb> select * from tc;                                                                                                +------+
| a    |
+------+
| �     |
+------+

4. What version of TiDB are you using (tidb-server -V or run select tidb_version(); on TiDB)?
   This bug exists in all TiDB versions.
