Create the agents via snapshot of master.

Detailed Description

As of now we are creating worker from a qcow2 image ( here we assume the image to be present ), instead of relying on the user to have the image, create a snapshot of master and use that to create the VM.

1. Add checks to validate the content of master before scaling up or starting the migrations.
