Is your feature request related to a problem? Please describe.
Akri tests are failing to run on K8s 1.16, which is an end-of-life (EOL) version of kubernetes. It seems that all of the akri tests are running older versions of k8s so we should update these to run on newer versions.

This was discussed at the monthly akri dev meeting. Based on feedback from community members: we will be running tests with k8s v1.21 (most recently EOL) to v1.25
