[windows] Rio stop responding during the Nvidia Driver update #931

The Nvidia App and Drivers update frequently on Windows, and I have no major problems(the screen blinks sometimes during the process, but it is expected). However, the Rio app always stops responding during the process, so I need to kill the process and open it again to get it working.

Other apps using GPU don't face the same problem(e.g., Chrome and Edge) and still work properly.

Does Rio lack some "handling" code in this exceptional case?
