[redux-devtools-inspector] Optimize components update performance

There was some perf improvement in upstream, but wasn't merged here. It still needs some changes ascomponentWillReceiveProps is getting deprecated. A lot has changed on our side so not sure if those changes are still needed (if the parent components already take care of unnecessary updates). If someone have some time to investigate and optimize that, it would be much appreciated, especially for cases where actions are dispatched frequently.
